Personal data sovereignty is the right of indivdiuals to have a say in the collection and use of data that relates to them or which they explicitly or implicitly created. This goes beyond privacy, which is typcally assumed to be satisfied when data is anonymised and/or aggregated.
For example, consdier facial recognition algorithms may be trained based on your social media posts. The model is averaged over many millions of people (aggregated) so that your own image is not identifiable (anonymised). However if you later discovered that the software was being used in military drones or for pornography generation you might object as you would not have agreed to the use of your images if you had realised this was a potential application.
